dc.description.abstract Since 1995, a bold program of socio-political reforms, aimed at improving justice, governance, human resource development and democratization has been implemented in Rwanda. This has been in parallel with economic reform. Important changes that have been made include privatization of state-owned enterprises, financial and banking sector reforms, improved public financial management and civil service reform. Rwanda has also embarked on a program to modernize its legislative and regulatory framework for trade and investment, with the aim of fostering a modern and competitive private sector. The emergence of a viable private sector to serve as the principal engine of the economy is key to Rwanda’s development. However, enabling a good environment for consumers remain key for the sustainability of all the reforms in place. To be more efficient we need a strong institutional framework of consumer protection in Rwanda. This thesis focused on the following questions: - What is the actual situation of legal and institutional frame work of consumer protection in Rwanda? - What can be done to have strong and focused institutions in charge of consumer protection in Rwanda? To answer these questions, the first chapter looked at general consideration of institutional framework of consumer protection; while the second chapter showcases the situation of institutional framework of consumer protection in Rwanda. And the third chapter focuses on proposing solutions on the way consumers may be protected through the institutions. en_US
