Abstract:
Existing data related to zebra crossing show that pedestrian safety at zebra crossing sites is 
strongly influenced by the degree of drivers‟ knowledge on zebra crossing laws and their 
compliance with the laws. This research is concerned with the degree to which drivers know 
the laws and the degree to which they follow them. The interview research was conducted in 
Nyabugogo and Remera, two main tax parks in Kigali, involving 120 drivers to respond the 
administered questions. The observation research was conducted at three zebra crossing sites 
UTC, COGEBANQUE and Nyabugogo market exit; and 263 drivers were observed for their 
behaviors on zebra crossing sites.  The observation was done in one direction and at peak 
time. Data related to pedestrians accidents on zebra crossings sites in Kigali were also 
collected from Rwanda National police. The research includes a literature review which 
includes books, research papers and other previous researches which lead to better 
understanding of the theories and principles of the compliance on pedestrians crossing. The 
research findings showed that since 2013, there were 40 accidents at 27 zebra crossing sites 
where pedestrians were involved while crossing. The findings of this research showed that the 
level of drivers knowledge on zebra crossing laws is still low (69.5%) and the knowledge of 
zebra crossing law is 39% in young drivers.   Drivers compliance with zebra crossing law is 
also low (64.7 %), and young drivers are less compliant with the law. The drivers should be 
trained on existing zebra crossings laws in order to improve their knowledge and compliance 
with regards to zebra crossing law; and emphasis should be made on young drivers.
