Abstract:
First of all, I express my gratitude to Allah Almighty, Most Merciful, for the gift of life, good health and wisdom. His advice, his faith, and his endurance throughout this mission, without them, I would not have had this opportunity. I would also like to take this time to thank my Federal Government of Somalia and the Somali Police Force for giving me this opportunity, believing in me and enabling me to participate in this course. Special thanks to my supervisor, Dr. Innocent Rugaragu, for his unwavering direction and guidance, which enabled me to complete this research project. He is a source of encouragement and inspiration for me to succeed in this mission.
I would also like to express my deepest gratitude to the leadership and staff of Musanze National Police College for their immense support, as well as the Rwandan government. They provided us with a friendly environment and needed help completing the course. The facilities are complete, allowing us to feel comfortable and open to any course. I would also like to thank the University of Rwanda for the wonderful teaching experience provided by the wealth of their faculty members. The interactive approach to learning has simplified the assimilation of concepts, information, and knowledge, resulting in an enjoyable experience.
Finally, I would like to thank the course participants, especially my colleagues from the Police Senior Command and Staff Course (PSCSC) 10/21-22. I appreciate their views, criticisms, and contributions during the debate and discussion. They have provided me with a variety of ideas and experiences, both in terms of academic and operational staff work. In addition, our Allied students, weren't terribly homesick either because of the warmth of the local Rwandan students who welcomed us and made us feel at home.
