Abstract:
The public information accessibility has become a persistent information communication technology-related matter to citizens who seek services in different government agencies in Rwanda, despite the effort made by the government of Rwanda in promoting the use of ICTs in the country. It is in this regard the researcher conducted this study to analyse the contribution of integrated information systems on public information accessibility from government agencies with the case of Rwanda Ministries Websites. The researcher used different techniques and methods to collect and analyse data collected from the field. Thus, the researcher applied descriptive research design with a mixed approach of qualitative and quantitative data with purposive sampling method that helps the researcher pick 54 respondents who are the IT from different ministries in Rwanda.
The findings of the study have revealed that there is a positive significant relationship between integrated information systems and public information accessibility because all calculated p- values are under 1% level of significance. For example, there is a positive and significant relationship between information system integration and accessibility to needed information and service (p=.686 and sig.=.000), between data integration and accessibility to the desired information and service (p=.632 and sig.=.000), between data integration and increase of transparency (p=.664 and sig.=.000), and between data integration and timely delivery of information (p=.581 and sig.=.000).
Basing on the study findings, I would like to recommend to the managers of the IT departments in Rwanda ministries to enhance the commitment of the IT employees to nurture innovative activities in the respective ministries. The researcher would like to recommend to the IT employees to enhance IT strategies ability to manage electronic records to public information accessibility in Rwanda. The researcher would also like to recommend to the IT personnel to ensure that they suggest to their line ministries to integrate information systems to promote easy access to public information from Rwanda. The ministries are also recommended to encourage one-way channel to disseminate information to the public accessibility.
