Abstract:
This work titled “Effect of project resource planning on project performance in Rwanda: A case of Hinga Weze Project” was guided by the following specific objectives: to assess the resource planning practices of Feed the Future Rwanda Hinga Weze Project; to evaluate the level
of performance of Feed the Future Rwanda Hinga Weze Project for period from 2019 -2022 and to examine the relationship between resource planning practices on performance of Feed the Future Rwanda Hinga Weze Project. The study was underpinned on the following theory such as resource-based view theory and Resource Dependence Theory. The study used a cross sectional
research design that use a quantitative and qualitative technique to demonstrate the impacts and correlations between the dependent and independent variables through descriptive and inferential analysis. This study used census sampling method; because the whole population under study was used as it was not large and no need to determine sample size. Hence, in this study, the population size is equal to sample size which is 62 employees of employees of Future Rwanda Hinga Weze
Project. Questionnaire, interview and documentary review were used to collect data and finally the
study used descriptive statistics and inferential statistics such as correlation and multiple linear regressions as method of data analysis. For the first objective, the results revealed that the perception of respondents on resource planning practices in the Feed the Future Rwanda Hinga Weze Project was effective at mean score of 4.40 where specifically resource identification with
very high mean score of 4.33, resource scheduling with mean score of 4.46, resource allocation with mean scores of 4.46, skills assessment with mean score of 4.39 and resource budgeting with mean score 4.40. For the second objective, the revealed that the level of performance of the Hinga Weze project indicate a strong and positive evaluation across all measured dimensions such as Project quality performance with the highest mean scores of 4.429; project completion within time
received the highest mean scores of 4.516, cost project performance with mean scores of 4.354 and achievement of project outcomes also received high mean of 4.30. The study reveals that various resource planning practices have a statistically significant and positive effect on the performance of the Hinga Weze Project as indicated by R value of .863, indicating a strong positive correlation between resource planning practices and performance of Hinga Weze Project.
The study concluded that there is significant effect of oresource planning practices on the performance of the Feed the Future Rwanda Hinga Weze Project as indicated that approximately 74.4% of the variance in performance of Feed the Future Rwanda Hinga Weze Project can be explained by the five predictor variables: resource identification, skill assessment, resource
scheduling, resource allocation, and resource budgeting as indicated by R2 at 95 percent of confidence interval. The study recommended that to diversify funding sources to ensure sustainability and applying rigorous financial planning and monitoring mechanisms. The
management of the Hinga Weze Project should aim to strengthen its risk identification and mitigation strategies. This can involve conducting regular risk assessments, involving stakeholders in the process to ensure a comprehensive understanding of potential challenges, and developing robust contingency plans.
