The effectiveness of roads infrastructures in City of Kigali has effects on the goals, objectives and expectations of both road projects stakeholders and contractor’s. Hence, the use and importance of project management tools and techniques is among other ways which can be underlined for effectiveness of road projects. Thus, the overall objective of the research was to investigate the use and importance of project management tools and techniques for improved projects success in Highway Projects and their impact on project success over the life cycle of highway projects in Kigali to enhance achievement of project goals and objectives. To attain the above objective, a methodology to be followed for the research was divided into four main parts, such as the establishment of research basic which aims to define theoretical framework of the research and questionnaire design, the next step was to undertake questionnaire to the field with roads contractors (National and International Companies) working with the Ministry of Infrastructure through Rwanda Transport Development Agency, City of Kigali, Gasabo District, Kicukiro District and Nyarugenge District to assess the most frequency use, importance as well as the effectiveness of project management tools and techniques from road contractor’s. The above was followed by data entry into excel spread sheet and data coding for analysis. Then data was interpreted depending on findings. From findings, it has been observed that most important and effective project management tools and techniques in highway projects are not used by roads contractors in City of Kigali, where this may leads to projects delay as well as projects failure. Therefore, road contractors have to provide to their employees regular training on the use of project management tools and techniques especially in engineering field as well as related project management software’s.en_US
