Abstract:
The aim of this study was to assess the use of e-governance by local authorities in improving service delivery. The specific objectives were to analyze the role of e-governance in improving service delivery in Musanze and Rutsiro districts, to identify challenges being faced by Musanze and Rutsiro districts in using e-governance in improve service delivery, to assess strategies used to overcome challenges faced by Musanze and Rutsiro districts in using e- governance. The population under study is composed by 50 respondents which constituted of 9 staff districts, 12 land department office 13 Notary department office, 5 public, communication and media in the district as well as 11 in charge of ICT users in both districts. The study used random sampling by selecting specific persons who could meet the purpose of the study. The study used the formula of Yamane (1967) to select respondents.
The findings revealed that e-governance played a big role in improving and enhancing service delivery to the public in a fast, among them were improving service delivery through e-governance, improved access to information through various channels and it gives opportunity for greater participation of all people in decision making. The findings also indicated that both districts faced different challenges such as shortages of machine in Musanze district while in Rutsiro district was shortage of finances.
The results showed that strategies to increase the use of e-governance among them were training of personnel, city twinning and increase collaboration between public private partnerships. From the discussion of findings, we can conclude that the e-governance has a significant positive effect in improving service delivery. The recommendations were provided stating that efforts should be taken to ensure that e-governance is implemented by the district in the future time as ways of improving service delivery to the public through advanced use of internet. District should strengthen private sectors and city twinning as way to and other resources, Districts should create framework that promotes the availability of ICTs in all its departments through appropriate policy interventions. Districts should develop training programs in ICT skills in order to expand the use of e-governance. To increase the budgets of districts as way to encourage the use of ICTs in improving service delivery to the public. Governments should increase the numbers of machines to the districts
